Mexico NOM Certification

Certification Overview

NOM is short for Normas Oficials Mexicanas and implements marketing regulation system based on Mexico Metrology and Standard Federal Act. This regulation requires all the controlled products to comply with NOM standard and add NOM mark then can enter into market.

 

NOM is Mexico mandatory safety mark. Products with NOM mark to show they comply with relevant standard.

 

For electronic and electrical products, the below departments control testing and certification of NOM.

ANCE: certification scope covers all the household appliance such as air-conditioner, TV, luminaire and so on.

NYCE: certification scope covers all the household appliance such as air-conditioner, TV, luminaire and so on.

 

The certificate holder must be local registered company in Mexico, responsible for quality, maintenance and reliability of products. However, under special circumstances, the Chinese company can hold the main cert, but there must be a local Mexican company hold the vice cart; only the certificate held by a local company in Mexico can be used for custom clearance. Product test report must be issued by a Mexican laboratory audit organizations accredited laboratory. Accredited laboratory submit the relevant agencies to issue the certificate. The certificate is valid for one year. After obtain the cert, must re-apply test within one year, in order to maintain the validity of the certificate.

 

Mutual Recognition With North America

The Mexican government announced a new resolution in the "Official Gazette" on Aug 17, 2010, verified the equivalence of the three Mexican NOM standards and the corresponding standards between the United States and Canada. Therefore, the following electrical and electronic products exported to Mexico, as long as having applied for certification mark from North America (eg: UL, CSA, ETL, MET, etc.) can enter the Mexican market without   NOM certification.

 

Product Scope

NOM mark covers more than 2000 product categories. NOM standard involves the following areas: safety, health, environmental protection, communication, information, energy efficiency and so on. NOM mark covers a large part of electrical and electronic products, such as: IT equipment, audio and video, household appliances, power supply, lighting and other products,  which will bring potential hazard for health and safety. Electronic products with voltage more than 24V are compulsory under certification scope. Electronic products voltage with below 24V are voluntary certification range.

Application Flow

1.  Clients prepare samples and reference and submit to Waltek

Mexico COFETEL Certification (IFTEL)

Certification Overview

Comisión Federal de Telecomunicaciones is short for COFETEL. It’s not only the certification name, but also the control department. All telecommunication equipment (including digital products) entering into Mexico market shall apply for COFETEL. Certification is divided into two types for short time and for long term.


On September 2013, the Comisión Federal de Telecomunicaciones (COFETEL) is replaced by Federal Telecommunications Institute (IFETEL). Since then, IFETEL is responsible for all testing and type approval processes for imported equipment. COFETEL no longer exists. For type approval already done by Mexican telecommunications COFETEL, IFETEL will retain the same numbering system and the same series of certificate of approval for female models

 

Product Scope

All telecommunication equipment (including digital products) entering into Mexico market.

 

Application Flow

1.  Clients prepare samples and reference and submit to Waltek

2.  Deliver samples to accredited lab, and the lab issues test report.

3.  Accredited certification body checks the test report and issues IFTEL cert.

 

Mark Requirement

COFETEL has no special mark, but under IFETEL scheme, all approved products must have below mark  

1.  As for complete machine of telecommunication products, the mark will be “IFETEL: xxxxxxxxxxxxx”

2.  As for hosting products with approved modules, the mark will be “This product contains an Approved module, Model No. xxxx, IFETEL No. xxxxxxxxxxxxx”

Mexico Energy Consumption Certification

1. Energy Consumption Label

Certification Overview:

Mexico designated and authorized the CONUEE and PROFECO jointly promulgated Energy Consumption Label implementation sheme. On Sep 11, 2009, the CONUEE and PROFECO  jointly released a statement calling all manufacturers, importers or distributors related to energy consumption of electrical and electronic products must be registered.

 

The following year, the CONUEE and PROFECO published a mandatory product list for Energy Consumption Label, including electrical products and fuel products, 186 items in total, for example, gas stoves, air conditioners, refrigerators, washing machines, electric fans, and so on.

 

On Sep 10, 2011, energy consumption Label scheme began to take into effect. If the product is not in accordance with the relevant regulations add  Label efficiency label, the Mexican government will charge the product manufacturer, importer or distributor each model of approximately 100,000 dollars in fines.

 

Consumption Requiment:

Label must be yellow background, as shown below. Label must be affixed to the product and package, if the product size is insufficient, can be affixed on the package and on the instructions displayed.It must show hourly energy consumption, such as watts / hour, one thousand watts / hour on the label.

 

Label information must include at least the energy consumption, the number of units and other information, and the need is clearly visible.Depending on the mode of products, there are three kinds of different labels to choose from:

 

Note: the three lines of Spanish corresponding English are:Power Consumption、Power Consumption on stand by mode、Quantity of product or service made per energy unit.

 

2. Energy Efficiency Label

Mexican Energy Efficiency Label and Energy Consumption Label is often confusing, in fact, Both products scope and testing standards are different. Products covered by energy Consumption label are more than the energy efficiency label. The certification body of Energy Efficiency Label  is ANCE (Asociación de Normalización y Certificación), controlled by CONUEE.

1. Energy Consumption Label controlled products include: electrical products and fuel products, 186 items in total, for example, gas stoves, air conditioners, refrigerators, washing machines, electric fans, and so on.

2. Energy Efficiency Label controlled products include: household and commercial refrigerators, freezers, air conditioners, washing machines, lighting products, water heaters
