ICC Certification
Certification Overview
Currently, Philippines products compulsory certification system has the following two types:
1. Philippine Standards Certification Scheme (PS)
The system is suitable for Philippines domestic products. After evaluation of the product according with the Philippine National Standard (PNS) or internationally accepted foreign standards (e.g. IEC standard), Department of Trade and Industry (DTI) will issue PS license to manufacturers. with the certificate, manufacturers can affix PS product safety or PS product quality label on product package or on the product itself. Then products can enter the market
2. Import Commodity Clearance (ICC)
The scheme is applicable to imported goods. Imported products covered by mandatory Philippine National Standard (PNS) within the coverage of imported goods, need to go through evaluation from Philippine Bureau of Standards (BPS) to meet the requirements of corresponding Philippines national standards or generally internationally accepted foreign standards. DTI will issue ICC license for product importers and allow them use ICC mark. Imported products are subject to sample testing. In addition, Philippine will conduct random sampling test to ensure imported goods meet the corresponding PS standards.
At present, there are five categories, 62 kinds of products in total under the mandatory scope
1. Household appliances include: refrigerators, washing machines, air conditioners, electric fans, electric irons, kitchen blender, microwave ovens, rice cookers, coffee machines, AV products, tasters, electric stove, etc.
2. Lamps and related products include: LED luminaire, ballast, CFL, Christmas lights, fluorescent lamp, incandescent lamp, lamp holder, etc.
3. Wiring devices、Wires and cables include: breaker, resistance, PVC, etc.
4. Mechanical/building construction materials
5. Chemical other consumer products

Application Flow
Mode I : Arrived sample testing
Goods to Hong Kong, BPS judge products in the mandatory range, to the local importer issued "test request", appoint qualified inspection agency inspection, and random and sent to qualified laboratory testing. After the test passes, BPS certificate issued by ICC, importers using ICC certificate purchase ICC logo
Mode II : Advance sample testing
Before goods arrived at harbor, clients must apply with BPS for "private request" in advance. At first, send samples to Philippines accredited testing labs. After pass the test, the testing lab directly submit the test report to BPS and BPS issues ICC test report. Importers purchase ICC label with ICC certificate.

Validity of Certificate: according to products, air-conditioner/washing machine valid for 1 year; refrigerator valid for 18 months
Requirement for factory inspection: ICC doesn’t require FI. If choose arrived sample testing, it requires goods inspection. PS requires FI. (TUV /SGS)
Requirement for certificate holder: requires local trader or authorized representative.
PEEP Energy Certification
Certification Overview
Philippine energy efficiency certification is control by Department of Energy (DOE). Energy efficiency standards are formulated by Bureau of Product Standards (BPS) by the Philippine Bureau of Energy. According to Philippine Energy Efficiency Project Program, DOE implements energy efficiency certification for 8 products. Details as the following table.
Test needs to be done in a DOE authorized laboratory. Energy efficiency certification as part of the ICC scheme, but also meets the two application processes of ICC. After test for safety and energy efficiency, apply for ICC certificate, can affix ICC mark and energy label shown as below.

Application Flow
1. Clients prepare samples and reference and submit to Waltek.
2. Waltek submits samples to testing lab.
3. Certification body checks test report and then issues energy cert.

NTC Wireless Certification
Certification Overview
NTC (National Telecommunications Commission) is regulatory body for Philippines' wireless and telecommunications regulations. All the wireless and telecommunications products must obtain permission NTC before entering the market. Only local registered companies can act as NTC certificate holder. NTC certification includes two kinds Type Approval and Type Acceptance.
1. Type approval is for telecommunication products, such as telephone or fax machine.
2. Type acceptance is for wireless products
NTC accepts EMC&RF&TELECOM test report whose standard is from CE, FCC, IC, C-tick etc, also accepts CB test report and safety test report recognized by NB.
